What Is Linda Mama and Why Is It So Important?
Since its launch in 2013 by former President Uhuru Kenyatta, Linda Mama has been a lifeline for countless Kenyan mothers, offering free maternity services in public hospitals. Designed to combat the high maternal mortality rates driven by poverty, Linda Mama has expanded its reach to private facilities over the years. It was previously managed under the National Health Insurance Fund (NHIF), but now it’s stepping into a new era with SHIF.

Kenya’s maternal mortality rate is alarmingly high—594 deaths per 100,000 live births, making it the fourth highest in Africa, according to a recent USAID report. Linda Mama has been a beacon of hope, with over 5.2 million mothers registered and around 1.2 million benefitting from its services annually. This programme has been pivotal in saving lives and improving maternal health across the nation.

What’s Changing with SHIF?
The government’s recent shake-up is replacing NHIF with a new, more comprehensive scheme: the Social Health Authority (SHA), which includes SHIF, the Primary Healthcare Fund, and the Emergency and Chronic Illnesses Fund (ECIF). This ambitious move aims to offer a robust health coverage system, but it’s not without its hurdles. The Social Health Insurance Act (SHIA) 2023, which established SHA, was recently nullified by a court, leaving some uncertainty about the future of the programme.

But don’t worry—Health Principal Secretary Mary Muthoni has given a clear signal that Linda Mama isn’t just surviving; it’s thriving under SHIF. Expect a programme that’s “bigger and better,” reflecting a solid commitment to enhancing maternal healthcare.

Here’s the scoop on what’s new:

Standard Delivery Costs: Under SHIF, the cost for a normal delivery will be set at Ksh10,000, a significant increase from the previous Ksh5,000. This move aims to standardize and streamline costs.

Caesarean Sections: For caesarean sections, coverage will now be Ksh34,200, including up to three days in the hospital. This is a big jump from the old Ksh17,500 coverage, making it more accessible for mothers needing this crucial surgery.

Universal Access: Whether you choose a public or private facility, delivery costs will be standardized at Ksh10,000 for normal deliveries and Ksh30,000 for higher-tier facilities. This change ensures uniformity and transparency in pricing.

Enhanced Coverage: SHIF will offer extensive coverage, including complications for both mothers and babies, postnatal care, ICU, newborn ICU, and High Dependency Unit (HDU) services. This expanded coverage is a significant upgrade from the NHIF scheme.

Director General of Health Dr. Patrick Amoth assured that SHIF aims to provide universal access to quality maternal care. For those who face financial constraints, the government will use a proxy means test to cover any cost differences, ensuring that no one is left out.

“Even if you can’t contribute because of financial hardship or vulnerability, the government will cover the difference through a proxy means test, so you’re not excluded from receiving the healthcare you need,” Dr. Amoth explained in an interview on KTN.

The shift from NHIF to SHIF has sparked a whirlwind of reactions. Many Kenyans are excited about the enhanced benefits, while others are cautious due to the legal uncertainties surrounding the new scheme. The strong public demand for Linda Mama underscores its critical role in providing essential maternal services, particularly for those in financial need.
