Senate to Begin Impeachment Hearings Against Meru Governor Kawira Mwangaza on Monday

The Senate is set to convene a special session on Monday, August 19, 2024, to address impeachment charges against Meru Governor Kawira Mwangaza. The hearing will continue on Tuesday, August 20, 2024, as outlined in a Gazette Notice by Senate Speaker Amason Kingi.

Session Details

Speaker Kingi announced that the special sittings will be conducted in the Senate Chamber, beginning at 9 a.m. on both days. The agenda will include:

Review of the Joint Report: The Senate will consider the Joint Report from the National Assembly’s Departmental Committee on Administration and Internal Security and the Senate Standing Committee on National Security, Defence, and Foreign Relations.
Approval Hearing: The Senate will review the nomination of Douglas Kanja Kirocho for Inspector-General of the National Police Service.
Senate Calendar Alteration: A motion regarding changes to the Senate Calendar for the third session will also be discussed.
Impeachment Investigation: The primary focus will be the investigation into the proposed impeachment of Governor Mwangaza.
Upcoming Proceedings

According to Standing Order 33 (5) of the Senate Standing Orders, the agenda for the special sittings will be restricted to the specified business. Following the hearings, the Senate will adjourn until Tuesday, September 3, 2024, at 2:30 p.m., as per the Senate calendar.

Background on Impeachment

The Senate’s decision to investigate Mwangaza’s impeachment follows a request from the Senate Majority Leader, supported by the necessary number of Senators. The Governor was impeached for the third time on August 8, 2024, after 49 MCAs voted in favor of her removal, while 17 opposed it. Three members were absent during the vote.

Mwangaza faces accusations from Nominated MCA Zipporah Kinya, who alleges three charges:

Gross violations of the constitution and other laws, including the illegal revocation of Virginia Kawira’s appointment as secretary.
Gross misconduct.
Abuse of office.
As the Senate prepares for these crucial sessions, all eyes will be on the proceedings to determine Mwangaza’s political future.
