Otuoma Conducts Mini Reshuffles Of His Cabinet

Busia Governor HE, Dr Paul Nyongesa Otuoma, today shuffled five members of his cabinet and created one more County Executive Committee Member’s slot,( ICT, Sustainable Development Goals Mainstreaming (UN SDGs) and Economic Revatilization).

Mr Douglas Okiring, once the County Assembly approves his nomination. Finance and Economic Planning CECM, Topista Wanyama will hold brief for the new nominee in an acting capacity.

The Governor in the executive order dated 7th August 2023 said the appointments that take immediate effect are geared towards effective service delivery to the people of Busia County.

Deputy Governor HE Arthur Odera will now be in charge of the Health Services and Sanitation docket. His first posting in October 2022 was in the Department of Water, Irrigation, and Natural Resources.

The Deputy Governor takes over from Mrs Beatrice Nakholi, who now moves to the Department of Education and Vocational Training, taking over from Ms Pamela Awori who has been moved to the department of Public Service Management.

Ms. Awori takes over from Mr Andrew Nakitari Mwakira, who moves to the department of Transport, Roads, Public Works and Infrastructure, taking over from Engineer Andrew Meso who will now be domiciled in the department of Water, Irrigation, Climate Change and Natural Resources.

Those who retained their positions include Dr Symplisius George Mukok ( Agriculture, Livestock, Fisheries, Blue Economy, and Smart Agriculture. Mr Peter Odima ( Lands, Housing and Urban Development), Paul Olunga Ekwenye(Sports, Gender and Creative Arts).

Mr Omuse Olakachuna Fidel has retained the Trade, Industry, Investment, and Cooperatives, but with added responsibilities following the incorporation of Small and Medium Enterprises, Energy and Tourism Promotion directorates.

ICT directorate has been removed from Finance and Economic Planning department with Transport, Roads, Public Works losing Energy directorate but gaining from Infrastructure directorate.

Dr Otuoma has also appointed seven new chief officers whose names have also been forwarded to the county assembly for approval. They are Dr Wilberforce Lusamba (Health Services and Sanitation), Kelly Omboko Wafula (Agriculture, Livestock and Fisheries), Esau Onyapidi Ochakala (Trade, Investments and Cooperatives.

Others are Patricia Carolyne Okello ( Public Service and Administration), Vincent Wanjala (Water, Irrigation, and Natural Resources), Dennis Levis Ngira ( Sports, Culture and Social Services) and Pascilisa Okoth Barasa (Sports and Culture).

Chief Officer Governorship Elijah Mwaro has moved to the department of Trade, Investment, Cooperatives, SMEs, Energy, and Tourism Promotion. He has been replaced by Mr Solomon Abwaku, who was moved from Lands, Housing, and Urban Development.

Other chief officers moved include Isabela Odoyo ( Water to Economic Planning and Budgeting), John Muroki ( Education to Water), Mercy Imo (PSM to Lands), Kennedy Mbaja (Trade to PSM) and Faustin Ochunga (Agriculture to Education) and Solomo Abwaku ( Lands to Governorship).

The Governor also made further changes in the executive. Ahmed Hafoe is the Ag. County Secretary, Timothy Odende, Ag. Deputy County Secretary, Vincent Mutanda (Chief of Staff), Mr Emmanuel Juma (Director Governor’s Press Service), and Peter Ogubi Bwire ( Special Aide to the Governor).
