Ruto Appoints Committee to Review New University Funding Model

By The Misfit, Monday, 16 September

In a decisive response to mounting criticism, President William Ruto has taken a significant step to address the controversy surrounding Kenya’s new university funding model. On Monday, Ruto appointed a high-profile technical team tasked with a comprehensive review of the funding system that has sparked widespread discontent among students and education stakeholders alike.

A Critical Review Amidst Student Unrest

The new funding model, introduced to reform the way universities and Technical, Vocational Education and Training Institutions (TVETs) are financed, has faced heavy criticism since its rollout. Students have voiced concerns that the model left many feeling excluded and disadvantaged, leading to protests and demonstrations across the country. In response to these growing grievances, Ruto has now appointed a dedicated committee to address the issues head-on.

Meet the Task Force

Heading this crucial review is Professor Japheth Ntiba, a respected figure in the academic community known for his expertise in education policy. The National Working Committee on the Review of the New University Education Funding Model will be supported by a diverse group of representatives, including university student leaders and educational professionals from various fields.

The committee is structured into four specialized workstreams, each focusing on a different aspect of the funding model:

Review and Refinement of the New Funding Model: This workstream, led by Karuti Kanyinga and Dibora Zainab Hirbo, will scrutinize the overall effectiveness of the new model and propose necessary adjustments.

Appeals and Categorization: Co-chaired by Walubengo Waningilo and Lucy Machugu, this team will handle disputes related to student categorization and eligibility for scholarships and loans.

Structure of Student Loans: Led by Robert Oduor Otieno and Aron Kiprotich Bett, this workstream will evaluate the current loan structure and suggest improvements.

Cost of University Academic Programmes: Mohamed S. Rajab and Patrick Malanga will oversee the review of academic program costs to ensure they align with the funding model’s objectives.

A Strategic Approach to Reform

Ruto’s approach to addressing the funding model’s flaws is both comprehensive and strategic. By dividing the review into focused workstreams, the committee aims to tackle each issue methodically and propose actionable solutions. This structure is designed to ensure that every aspect of the funding model is thoroughly examined and refined.

The President’s decision to appoint this expert panel reflects a commitment to listening to student concerns and making necessary adjustments to improve the education financing system. It also signals a proactive stance in resolving the issues that have disrupted the education sector and caused unrest among students.

Looking Ahead

The revamped funding model is a product of Ruto’s broader vision to overhaul Kenya’s education system, aiming to revitalize and streamline higher education financing. The outcomes of this review will be critical in shaping the future of university funding and ensuring that the system is equitable and effective.

As the committee embarks on its review, all eyes will be on how swiftly and effectively it can address the concerns that have led to widespread dissatisfaction. The success of this initiative will not only impact university students but also set a precedent for future education reforms in Kenya.

President Ruto’s bold move to address the controversy head-on underscores his administration’s readiness to tackle pressing issues within the education sector. The coming months will reveal whether these efforts can successfully restore confidence in the university funding system and bring about meaningful change.
