NAIROBI, Kenya (IP)

 Bungoma Senator David Wakoli has formally sought a detailed statement from the Senate Standing Committee on Education regarding the status, funding and performance of Public Vocational Training Centres (VTCs) in Bungoma County.

Rising on the floor of the Senate, Wakoli asked the committee to provide a comprehensive breakdown of vocational training institutions across the county, including the total number of VTCs by sub-county, their operational status, approved capacity and current student enrolment.

The senator further demanded financial accountability, requesting data on budget allocations from the 2022/2023 financial year to date.

He asked for details on actual disbursements, absorption rates, capitation per student and any pending bills owed by the institutions.

On staffing, Wakoli called for disclosure of the number of instructors in each centre, their areas of specialisation, and whether they are employed on permanent or contract terms.

He also sought clarification on the student–tutor ratio and measures being taken to address existing staffing gaps.

In addition, he pressed for an assessment of infrastructure conditions, including compliance with safety and accessibility standards for learners, particularly persons with disabilities.

The statement request also seeks transparency on rehabilitation efforts and procurement.

Wakoli asked the committee to outline tools and equipment purchased over the last three years, the procurement processes followed, and whether there have been complaints regarding quality or incomplete supplies.

To gauge outcomes, he requested data on the number of graduates produced in the past three years, their transition into employment or self-employment, and mechanisms in place to monitor the quality of training provided.

Finally, Wakoli asked the committee to clarify the County Government’s long-term strategy to strengthen and modernize vocational training institutions in Bungoma County.

The Education Committee is expected to table its response in the Senate in accordance with parliamentary procedures.
