A Bungoma resident has formally accused police officers of harassment and abuse of office, alleging they raided his home to collect a private debt.
In a complaint to the Inspector General of Police, the Directorate of Criminal Investigations and the Office of the Director of Public Prosecutions, Peter Marango claims two officers from Bungoma Police Station—one identified as Officer Simatwa—stormed his home while armed and without a warrant demanding his presence while he was away on duty.
Marango says the dispute involves a Kshs. 20,000 personal loan of which Kshs. 8,000 has already been repaid.
He accuses the lender of enlisting police to intimidate him—“an outrageous misuse of the criminal justice system,” he wrote.
He further alleges this violated his constitutional rights to freedom and security, privacy and fair administrative action under Articles 29, 31, and 47 of the Constitution.
He demands:
An immediate investigation and disciplinary action;
A formal apology to his family and an assurance that police won’t enforce civil debts;
Procedural reforms at Bungoma Police Station.
“I will escalate to IPOA, KNCHR, and the courts if this is ignored,” Marango warned.
There was no immediate response from the Bungoma County Commander as his phone was switched off.
