Governor of Isiolo Survives Impeachment on Technicality, Not Innocence.

Isiolo Governor Abdi Guyo narrowly avoided impeachment this week, not by clearing his name, but due to procedural failures by the County Assembly that scuttled the case before a Senate trial could begin.

The Senate dismissed the motion, citing violations of due process, including irregular notice, inadequate public participation, and breaches of Standing Orders.

The ruling spared Guyo from removal but left serious allegations unanswered.

Accusations Unresolved.

Guyo faced a series of grave charges, including abuse of office, gross misconduct, and violations of the Constitution.

Among the specific claims:

Financial Mismanagement: Alleged irregular procurement and questionable contract awards.

Nepotism and Tribalism: Accusations of skewed appointments favoring select ethnic and political interests.

Collapse of Basic Services:

Residents report a sharp decline in healthcare, water access, and road infrastructure.

Intimidation of Officials: Claims of threats and reprisals against whistleblowers and dissenting voices within county leadership.

Despite the seriousness of these charges, none were examined in substance, as the motion collapsed before trial proceedings could begin.

‘Legal Loophole or Political Shield?’

The outcome has ignited a storm of criticism, with civil society leaders warning that constitutional loopholes are increasingly being used to shield public officials from scrutiny.

“This is not justice—it’s a legal escape route,” said Halima Rashid, a governance activist in Isiolo. “The Senate never asked if the governor was guilty, only whether the assembly followed the rules.”

Legal experts say the case underscores the need for county legislatures to build stronger legal capacity to manage impeachment processes.

Scrutiny Far From Over.

While Guyo remains in office, watchdog groups and residents say his administration’s legitimacy remains in question.

Calls for a fresh, constitutionally sound impeachment process are growing louder.

“This isn’t vindication—it’s a stay of political execution,” said Ahmed Noor, a former Isiolo civic leader.

“Public trust is eroded when leaders escape judgment on technicalities.”

As pressure mounts, the Isiolo saga may prove a turning point in how the Senate and county governments handle oversight—and how seriously the nation treats accountability.
