Senator Wakoli hails Treasury C.S. for Tackling Pension Crisis Amid County Arrears.

Bungoma Senator David Wafula Wakoli has applauded Treasury CS John Mbadi for taking decisive action to address delayed pension remittances, an issue that has jeopardized the retirement security of thousands of county employees.

The Senator, who had raised the matter in the Senate, sought clarity on the status of remittances, the role of pension providers, and whether the schemes are voluntary or mandatory.

His inquiry revealed that Bungoma County, like many others, has contributed to the staggering Sh82.2 billion in unremitted pension liabilities nationwide.

In response, CS Mbadi announced the formation of a multi-agency task force led by Albert Mwenda, Director-General of Budget, Fiscal, and Economic Affairs.

The team has been tasked with determining the actual liabilities, implementing strategies to clear the arrears, and establishing a framework for timely pension payments.

“This intervention is a beacon of hope for thousands of workers who have been uncertain about their retirement,” said Senator Wakoli.

“It is a critical step toward restoring accountability and fairness in county operations”,

An employee from Bungoma County, who requested anonymity, expressed optimism: “I am happy that I can finally look forward to a secure retirement.”

Senator Wakoli, known for his steadfast advocacy for transparency, continues to hold counties accountable for their financial management.

He has consistently called for timely salary payments, thorough audits of development funds, and penalties for mismanagement.

He has also criticized irregular procurement processes and urged adherence to public procurement laws to curb corruption.

Furthermore, the Senator has been a vocal proponent of revising the Commission on Revenue Allocation (CRA) formula to ensure equitable resource distribution.

Wakoli has repeatedly highlighted inefficiencies in county healthcare, including drug shortages, underfunded hospitals, and delayed salaries for medical staff.

He has urged counties to prioritize healthcare funding and clear pending bills owed to contractors and suppliers, which have strained small businesses.

The pension task force, announced in a Kenya Gazette notice on November 15, 2024, marks a significant shift toward resolving long-standing pension liabilities.

The Council of Governors had previously claimed that counties had remitted Sh53.8 billion by March 2023, but the glaring gap underscores the magnitude of the crisis.

“This task force signals a fresh start for workers who have suffered from years of neglect,” Wakoli emphasized.

“I remain committed to safeguarding the rights of our people and ensuring county governments prioritize their welfare.”

By addressing this critical issue, the Bungoma Senator reinforces his reputation as a champion for accountability and better governance.

Wakoli had requested a statement from the Chairperson of the Labor and Social Welfare Committee at the Senate regarding the status of pension scheme remittances for Bungoma County employees.

The Senator sought details on the following:

A comprehensive list of the pension scheme providers, including the number of providers and their names.

Clarification on whether the pension schemes are mandatory or voluntary for employees.

Information on the total number of employees covered under the schemes.

The amount deducted from employees’ salaries for pension contributions over the last financial year and confirmation of whether these deductions are being remitted to the respective providers.

A detailed list of all current beneficiaries of the pension scheme.
