Loyalty Over Logic? Ruto’s Power Trio Reshuffled, Not Removed — As 2027 Calculations Begin

NAIROBI — In a bold yet controversial Cabinet reshuffle, President William Ruto has reassigned three of his most embattled allies — Kipchumba Murkomen, Aden Duale, and Davis Chirchir to new ministries, reinforcing what critics call a “circle of impunity” and signaling that loyalty, not performance, will anchor his 2027 re-election strategy.

Murkomen now heads the powerful Interior Ministry, Duale has been moved to the Health docket amid an unresolved health sector scandal and Chirchir takes over the Transport ministry previously under fire for deadly road carnage and questionable mega-infrastructure deals.

The shuffle, rather than resetting government performance has deepened public cynicism and sparked fears of further erosion of institutional accountability.

“This isn’t a reset — it’s musical chairs for the untouchables,” said Dr. Roseline Kilonzo, a governance analyst.

“The president has simply moved problems from one ministry to another, betting that public memory will fade by 2027.”

Murkomen at Interior: A Loyalist in the Nerve Centre

Murkomen’s shift to Interior, Kenya’s most politically sensitive ministry, places the former Transport CS at the heart of national security, policing and civil administration.

Critics argue he lacks the background or temperament for the role, especially amid growing concerns about rising insecurity and alleged police brutality.

Human rights groups have already raised alarm over Murkomen’s combative political style, warning that under his watch, Interior may become even more politicized — especially in the run-up to 2027.

“Murkomen is a master of political messaging, not moderation,” said constitutional lawyer Harun Odhiambo.

“Putting him in charge of internal security ahead of elections is a strategic — and dangerous — move.”

Duale at Health: From Scandal to Stewardship?

Duale’s appointment as Health CS comes just months after he distanced himself from the Social Health Authority (SHA) scandal, despite having overseen its early rollout.

Billions are feared lost in the scheme, which was meant to anchor Universal Health Coverage.

Critics accuse Duale of evading accountability and now — paradoxically — he’s been placed in charge of fixing the very ministry whose corruption he once condemned.

“This is like sending the arsonist back to the fire with a hose,” said Dr. Peter Ochieng of the National Health Workers Union. “Our sector needs reform, not political resettlement.”

Duale’s performance at Health will be a litmus test — not just for him, but for Ruto’s promise to deliver on UHC, a key campaign pillar. So far, it looks more like damage control than reform.

Chirchir at Transport: Same Politics, Different Highway

Davis Chirchir, whose tenure at the Energy Ministry was rocked by controversial oil import deals, now moves to Transport — a docket plagued by ballooning budgets, failing infrastructure and record-high road fatalities.

Chirchir’s shift raises red flags among transport stakeholders who fear another era of closed-door deals and elite capture of public projects.

“Chirchir’s strength has never been public accountability,” said engineer John Mwangi, a road safety expert.

“Moving him to Transport means little will change — except perhaps who benefits from the next contract.”

Political Implications: Ruto’s Inner Circle, Reinforced

The reshuffle consolidates Ruto’s inner circle rather than disrupts it.

These three CSs have long been among his closest confidants — men who supported him through his rise, campaigned vigorously for him in 2022 and now appear central to his 2027 plans.

By moving them instead of sacking them, Ruto sends a clear message: in his administration, political survival depends more on loyalty than on delivery.

“Performance reviews don’t apply to friends,” said political analyst Daisy Atieno. “And that’s dangerous, because Kenya needs functional ministries, not favours.”

Will Voters Remember?

With the 2027 general election inching closer, the political gamble is clear: Ruto is betting that his political base will reward loyalty, overlook scandal and focus on his broader development rhetoric — even if key ministries are underperforming.

Public frustration is mounting, especially among youth, health workers, small business owners and commuters — all directly impacted by the work (or failures) of Health, Interior, and Transport.

“People are watching. People are suffering. If Ruto ignores performance now, it might cost him at the ballot,” warned Boniface Mwangi, a civil society leader.

“These reshuffles won’t erase memories. They may only reinforce them.”

Bottom Line: Same Faces, Higher Stakes

Rather than a Cabinet cleanup, Ruto’s reshuffle appears to be a tightening of ranks, with trusted allies strategically placed in ministries that will shape narratives — and possibly suppress dissent — ahead of 2027.

For now, Murkomen, Duale, and Chirchir remain not just ministers, but symbols of a political philosophy that prizes loyalty above delivery.

Whether that calculation pays off will depend not on their allegiance — but on how much longer Kenyans are willing to suffer under the weight of recycled leadership.
