President William Ruto on Tuesday defended his Taifa Care health reform plan, emphasizing its goal of providing universal health coverage (UHC) to Kenya’s poor and vulnerable populations.
Speaking during his State of the Nation address in Parliament, Ruto described Taifa Care as a “modern framework” designed to ensure access to quality healthcare for all Kenyans.
The initiative replaces the National Health Insurance Fund (NHIF), which he said failed to meet the broader healthcare needs of the population and accumulated billions of shillings in debt.
“This modern framework ensures that every Kenyan, especially the most vulnerable, can access quality healthcare services when they need it the most,” Ruto said.
The reforms center around the Social Health Insurance Fund (SHIF), which segments healthcare into three specialized funds;the Primary Healthcare Fund, the Emergency, Chronic, and Critical Illnesses Fund, and the Social Health Insurance Fund.
The aim, Ruto said, is to streamline costs and provide inclusive, high-quality healthcare services.
Taifa Care’s data-driven approach will focus on accurately assessing the costs of healthcare services to improve affordability and efficiency.
While the plan has drawn praise for its inclusivity, it has also faced criticism from the public, with some calling it inefficient and poorly managed.
If implemented successfully, Taifa Care could revolutionize healthcare delivery in Kenya, improving access to services and reducing the financial burden on citizens.
Analysts say the shift could boost economic productivity by fostering a healthier workforce.
To ensure the program’s success, Ruto’s administration must prioritize transparency, conduct regular audits, and appoint qualified professionals to oversee fund management.
Bridging the urban-rural healthcare gap and addressing public concerns will also be critical.
