On September 24, 2024, Kenya announced plans to deploy an additional 600 police officers to Haiti, aimed at bolstering efforts against the gangs that dominate much of the capital, Port-au-Prince. This deployment will increase the total number of Kenyan officers in Haiti to 1,000, following incremental contributions since June.
Support for a UN Peacekeeping Operation
During his visit to Haiti, President William Ruto expressed his support for transitioning the current Kenya-led security mission into a full United Nations peacekeeping operation. This shift could enhance funding and resources for the mission, which has struggled with equipment shortages.
The Situation on the Ground
Despite international support, violence in Haiti remains rampant. A recent report from a UN human rights expert highlights that gangs are expanding their control and targeting new areas, exacerbating the humanitarian crisis. Over 700,000 people have been displaced due to the ongoing violence.
Criticism and Challenges
Critics have pointed out the inadequate response to gang violence, with calls for better resources such as helicopters and night vision equipment. The UN Security Council is set to meet soon to consider renewing Kenya’s mandate, which is crucial for the continuation and expansion of the peacekeeping efforts.
