President Ruto meeting with the Malayisia Prime Minister Dato’ Seri Anwar Ibrahim for dinner at State House Nairobi.
NAIROBI
President William Samoei Ruto has unveiled a sweeping KSh 5 trillion blueprint that he says will propel Kenya into first-world status.
The plan so ambitious that Kenyans are now asking a more personal national question: Mr. President, what time do you sleep?
Ruto anchored his vision on a conversation he held this week while hosting Malaysian Prime Minister Dato’ Seri Anwar Ibrahim for dinner at State House Nairobi.
Reflecting on Malaysia’s rise from poverty to prosperity, Ruto said Kenya must “embrace discipline, focus and bold leadership” to achieve similar results.
“Kenya does not need handouts to grow,” he said in one of his online posts. “We have the brains and the drive. Now we must match that with action.”
A Mega Blueprint: If It Works, It’s Genius. If It Fails… Well…
Ruto’s trillion-shilling plan targets four major fronts:
Massive Irrigation & Water Harvesting
At least 50 mega dams, hundreds of medium dams and thousands of community water projects to irrigate 2.5 million acres.
Ruto says it is time for Kenya to “finally break up” with rain-fed farming.
10,000-MW Energy Surge
A vast energy expansion powered by geothermal, solar, wind, hydro and a future nuclear program.
Ruto calls it “the power grid of an industrial nation.”
Roads & Rail
The plan includes dualing 2,500 kilometers of highways, tarmacking 28,000 kilometers of roads and extending the SGR NJ from Naivasha to Kisumu and onward to Malaba.
Science, Innovation & Human Capital
A new State Department for Science and increased funding for research to 2% of GDP anchor the long-term transformation agenda.
Foundations Laid Since 2023
Ruto’s supporters argue that the groundwork is already visible, citing projects such as:
Last-mile electricity expansion in remote counties.
Dualing of the Kwa Jomvu–Mariakani highway.
Expansion of the Bura Gravity Canal.
Rehabilitation of the Illasit–Rombo–Njukini–Taveta road.
Affordable housing projects nationwide.
Solar mini-grids under the off-grid energy initiative.
The president regularly posts marathon schedules on Facebook and X, featuring county tours, project launches and late-night strategy meetings.
The Question Kenyans Keep Asking: When Does He Sleep?
With the pace of his activities, Kenyans have turned Ruto’s energy into a national comedy routine:
Does he charge like a smartphone?
Is he powered by geothermal too?
Did State House install a backup “night-shift Ruto”?
If the mega projects stall, critics say the president may finally have to admit he is human.
If the projects succeed, the jokes may turn into applause — and perhaps envy from his rivals.
Can the United Opposition Keep Up?
Ruto’s high-speed approach has put pressure on the opposition, which is still struggling to project a unified vision.
Some analysts argue that unless the opposition presents a competing development plan, they risk being overshadowed by the president’s constant activity.
One opposition MP quipped online: “It’s difficult to oppose a man who wakes up earlier than your alarm and launches a road before you’ve found your socks.”
Bottom Line
President Ruto’s KSh 5 trillion plan to make Kenya a first-world economy is bold, far-reaching and politically electrifying.
It carries risks, demands discipline and tests the country’s resources — but it also defines the biggest bet of his presidency.
The public remains fascinated by the same lingering mystery:Mr. President, at what time do you sleep?
